Assembly Bill 2343, as enacted, was a single section bill affecting only Government Code section 20009.1 relating to public employment retirement. (See Exhibit #1c) Introduced on May 1, 1974, the bill was carried by Assembly member Short, apparently for the Department of Education. (See Exhibit #1a, #4, document SP-9 and #7)
Senate Bill 2343 was assigned to the Senate Committee on Public Employees Retirement and the Assembly Committee on Retirement where policy issues raised by the bill were considered. (See Exhibits #3 and #7) The fiscal ramifications of the bill were considered by the Senate Committee on Finance and the Assembly Committee on Ways and Means. (See Exhibits #2 and #8) One amendment was made to Senate Bill 2343. (See Exhibits #1b and #2) Subsequent to legislative approval, Governor Ronald Reagan signed Senate Bill 2343 on September 26, 1974, and it was recorded by the Secretary of State as Chapter 1336 of the Statutes of 1974. This bill, relating to retirement, would provide that a section of the California Interscholastic Federation (CIF) is a public agency and therefore may contract with PERS for retirement benefits, thus allowing its employees to retire concurrently from PERS and STRS with benefits based on the highest average compensation earned in either system.
