Senate Bill 309 (Young – 1937)

As enacted Senate Bill 309 was entitled “An act relating to the State civil service, including the adoption thereof to Article XXIV of the State Constitution.  (See Exhibit #1k)  Senators Young, Seawell, Jespersen, Tickle, Williams and Nielsen introduced the bill on January 19, 1937.  (See Exhibit #1a) 

 

Senate Bill 309 was assigned to the Senate Committee on Civil Service and the Assembly Committee on Civil Service where policy issues raised by the bill were considered.  (See Exhibit #2)  Nine amendments were made to Senate Bill 309 during the legislative process.  (See Exhibits #1b through #1j and #2)  Subsequent to legislative approval, Governor Frank F. Merriam signed Senate Bill 309 on July 1, 1937, as Chapter 753 of the Statutes of 1937.  (See Exhibits #1k and #2)

 

The Summary Digest of Statutes Enacted prepared by the Legislative Counsel provided the following digest:

 

S.B. 309 (Ch. 753). Young, Seawell, Jespersen, Tickle, Williams and Nielsen. New act. Revises law re State civil service and repeals Act 1400 on same subject.
