Senate Bill 1508 (Figueroa – 2000)

As enacted, Senate Bill 1508 amended, added, and repealed sections 32121 and 32126 of the Health and Safety Code relating to local health care districts.  (See Exhibit #1e)  Senator Liz Figueroa introduced the bill on February 15, 2000 at the request of Washington Township Health Care District.  (See Exhibits #1a; #4, document SP-9; and #11, page 1)

Senate Bill 1508 was assigned to the Senate Committee on Local Government and the Assembly Committee on Health where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations.  (See Exhibit #2)  Three amendments were made to Senate Bill 1508.  (See Exhibits #1b through #1d and #2)  Subsequent to legislative approval, Governor Arnold Schwarzenegger signed Senate Bill 1508 on July 21, 2000, and it was recorded by the Secretary of State as Chapter 169 of the Statutes of 2000.  (See Exhibits #1e and #2)

The Unfinished Business analysis prepared by the Office of Senate Floor Analyses provides the following digest of Senate Bill 1508 as it was last amended on June 8, 2000:

DIGEST:    This bill extends the January 1, 2001 repeal date in statute that permits local health care districts to transfer their assets to for-profit corporations to January 1, 2006 and requires the Legislative Analyst to review and report all transactions to the legislature by January 1, 2005.
