Senate Bill 1357 (Craven – 1987)
Nov 20, 2008Senate Bill 1357 was a single-section bill that only added section 1241 to the Government Code. (See Exhibit A, #1c) Senate Bill 1357 has an unusual procedural history. (See Exhibit A, #2) Senator Campbell introduced the bill on March 6, 1987 to only amend Government Code section 11552 to set state officer salary increases on March 6, 1987. (See Exhibit A, #1a) The bill was referred to the Senate Committee on Public Employment and Retirement in March but was withdrawn from that Committee without any action and sent back to Senate Rules Committee on June 11, 1987. (See Exhibit A, #2) The bill was in the Rules Committee until September 10, 1987. (Id.) At this time Senate Bill 1357 was gutted and the provision to enact Government section 1241 was added. (See Exhibit A, #1b) Senator Campbell was also replaced by Senator Craven as the author of the bill by the September 10th amendment. (Id.) Assembly Bill 274 (Papan – 1981)
Nov 20, 2008Insurance Code sections 11580.1 and 11580.9, pertaining to automobile liability insurance, were amended in 1981, following the passage of Assembly Bill 274, which affected these two sections only. (See Exhibit #1d) Senator Craven, who was serving as Chair of the Senate Select Committee on Mobilehomes, introduced the bill on February 4, 1985 at the request of the Golden State Mobilehome Owner’s League.
