Assembly Bill 599 was a single-section bill that amended Labor Code section 210 only. (See Exhibit #1b) Assembly member Nicholas Petris introduced the bill on January 23, 1961 at the request of the State Labor Commissioner’s office, Department of Industrial Relations. (See Exhibits #1a and #3, document PE-2)
Assembly Bill 599 was assigned to the Assembly Committee on Industrial Relations where policy issues raised by the bill were considered. (See Exhibit #2) No amendments were made to Assembly Bill 599. (See Exhibit #2) Subsequent to legislative approval, Governor Edmund Brown signed the bill on April 26, 1961, and it was recorded by the Secretary of State on the same day as Chapter 209 of the Statutes of 1961. The Summary Digest of Statutes Enacted published by the Legislative Counsel provides the following digest of Assembly Bill 599:
A.B. 599 (Ch. 209).PETRIS. Amends Sec. 210, Lab.C., employee paydays.
Adds failure to pay wages required to be paid weekly, to provisions regarding employee paydays, for violation of which Division of Labor Law Enforcement is authorized to recover $10 per violation in civil action.
