Senate Bill 2023 was introduced by Senator Costa on February 23, 1996. (See Exhibit #1a) It was a multi-section bill affecting California code sections addressing the treatment of enterprise zones. (See Exhibit #1h)

Senate Bill 2023 was assigned to the Senate Committee on Governmental Organization and the Assembly Committee’s on Utilities and Commerce and on Revenue and Taxation where policy issues raised by the bill were considered. (See Exhibits #3, #9 and #11) The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Appropriations. (See Exhibits #5 and #13) Six amendments were made to Senate Bill 2023 during legislative consideration. (See Exhibits #1b through #1g and #2) Subsequent to legislative approval, Governor Pete Wilson signed Senate Bill 2023 on September 26, 1996, and it was recorded by the Secretary of State on that date as Chapter 955 of the Statutes of 1996. The Unfinished Business analysis of the Office of Senate Floor Analyses provides the following digest of the provisions of Senate Bill 2023 as last amended on August 31, 1996:

DIGEST: This bill repeals existing law and enacts the Enterprise and Employment Zone Act of 1996 to provide for the designation of economic and employment zones by the Trade and Commerce Agency, according to specified criteria.

Assembly Amendments conform the bill and double join the bill to AB 296 (Knight).
