ASSEMBLY BILL 2267 (CONNELLY – 1989)

Sections of the Insurance Code relating to disability insurance were affected in 1989 following legislative approval of Assembly Bill 2267.  (See Exhibit #1c)  Assembly member Lloyd G. Connelly introduced this legislation on March 10, 1989.  (See Exhibit #1a)  The California Medical Association, the California Association of Life Underwriters and the Consumer’s Union, among others, supported Assembly Bill 2267.  (See Exhibit #12, document PE-7)

Assembly Bill 2267 was assigned to the Assembly Committee on Finance and Insurance Subcommittee on Health and Workers' Insurance where policy issues raised by the bill were considered.  (See Exhibit #3)  Subsequent to approval from that Committee, the Assembly Committee on Ways and Means examined its fiscal ramifications.  (See Exhibit #4)  On the Senate side, the Committee on Insurance, Claims, and Corporations considered the policy issues raised by the bill.  (See Exhibit #7)  After approval by that Committee, the Senate Committee on Appropriations examined its fiscal implications.  (See Exhibit #2)
 

Three amendments were made to Assembly Bill 2267 while pending in the Legislature.  (See Exhibits #1b through #1d)  Following approval from both Houses, Assembly Bill 2267 was forwarded to the Governor on September 15, 1989.  Governor George Deukmejian signed the bill on September 21, 1989, and it was recorded by the Secretary of State on that date as Chapter 631 of the Statutes of 1989.  (See Exhibits #1e and #2)

The Third Reading analysis of Assembly Bill 2267 as last amended that was prepared by the Office of Senate Floor Analyses described this measure as follows:

DIGEST:  This bill regulates long-term care insurance with respect to replacement policies, insurer and agent or broker maintenance of records, and advertising for purposes of cold lead generation.
