ASSEMBLY BILL 1290 (ISENBERG – 1993)

Various sections relating to redevelopment in the Education, Health and Safety and Revenue and Taxation Codes were affected in 1993 following legislative passage of Assembly Bill 1290. (See Exhibit A, #1k and #2) Assembly member Phillip Isenberg introduced Assembly Bill 1290 on March 3, 1993 on behalf of the California Redevelopment Association [CRA]. (See Exhibit A, #1a, #3b, page 11, #7, document ARC-21)
Assembly Bill 1290 was assigned to the Assembly Committee on Housing and Community Development for consideration of the policy issues raised by the bill. (See Exhibit A, #3) After approval by that Committee, the Assembly Committee on Ways and Means examined its fiscal ramifications. (See Exhibit A, #5) The Assembly amended the bill on five occasions, from April 21 to July 1, 1993. (See Exhibit A, #1b through #1f, and #2) Assembly Bill 1290 was approved by the Assembly and forwarded to the Senate on July 6, 1993. (See Exhibit A, #2)
While in the Senate, the Committee on Local Government heard the policy issues presented by the bill. (See Exhibit A, #8) Subsequent to approval by that Committee, Assembly Bill 1290 was assigned to the Senate Committee on Appropriations which examined its fiscal implications. (See Exhibit A, #10) Four amendments were made to Assembly Bill 1290 by the Senate, on August 16, August 24, September 1, and September 8, 1993. (See Exhibit A, #1g through #1j, and #2) The Senate voted to pass the bill on September 10, 1993, and it was returned to the Assembly on that date. (See Exhibit A, #2)
The Assembly approved the Senate amendments and forwarded Assembly Bill 1290 to the Governor on September 23, 1993. The bill was signed by Governor Pete Wilson on October 8, 1993, and it was recorded by the Secretary of State on that date as Chapter 942 of the Statutes of 1993. (See Exhibit A, #1j and #2)
Those supporting the measure included the League of California Cities, Western Center on Law and Poverty, and the California Rural Legal Assistance Foundation, among others. (See Exhibit A, #7, document ARC-21; and #12, page 6)
A Floor Statement found in the Senate policy committee file on Assembly Bill 1290 described the bill as follows:
AB 1290 IS APTLY NAMED THE “COMMUNITY REDEVELOPMENT LAW REFORM ACT OF 1993” BECAUSE WHETHER YOU ARE A FAN OF REDEVELOPMENT OR A FOE, THIS BILL CONTAINS REFORMS THAT WILL RETURN REDEVELOPMENT AGENCIES TO DO WHAT THEY ARE SUPPOSED TO DO: FIGHT BLIGHT AND TURN UNPRODUCTIVE AREAS OF THIS STATE TO ECONOMICALLY PRODUCTIVE AREAS.
