ASSEMBLY BILL 3018 (LANTERMAN – 1957)

Government Code section 31557 was amended and sections 31454.6, 31564.5, and 31627.6 were added to the Government Code, relating to county retirement systems, in 1957 following legislative approval of Assembly Bill 3018. (See Exhibit #1c) This bill was introduced on January 23, 1957 by Assembly member Frank Lanterman, who also served on the Assembly Interim Committee on Municipal and County Government. (See Exhibits #1a and #6)
Assembly Bill 3018 was assigned to the Assembly Committee on Municipal and County Government and the Senate Committee on Local Government where policy issues raised by the bill were considered. (See Exhibit #2) One amendment was made to Assembly Bill 3018. (See Exhibit #1b) Subsequent to legislative approval, Governor Goodwin Knight signed the bill on June 3, 1957 and it was recorded by the Secretary of State on July 4, 1957 as Chapter 1387 of the Statutes of 1957. The Summary Digest described Assembly Bill 3018 as last amended as follows:
Prescribes conditions under which districts must pay greater or lesser amounts of district contributions.
Requires consent of board of supervisors to inclusion of district in retirement association when board is not governing body of district.
