A digest of Senate Bill 937 is found in the Third Reading analysis prepared by the Senate Republican Caucus as follows:

This bill allows water users in certain counties to file statements for alternate usage of groundwater on or before December 31 of each calendar year, for the preceding year. It also states that failure to file the statement does not affect the users right to claim the benefit of alternative usage.

Senator Vuichs letter to the Governor requesting his signature further explains the bill stating:

. . . This bill eliminates the requirement of filing reports by well-owners on reductions of groundwater usage - - as many as 50,000 well-owners will have to file reports with the State Water Resources Control Board by December 31st of this year in order to preclude the loss of groundwater when surface water is brought in as a substitute for pump water. Unless this bill is signed, the requirements of the present law would simply fill up a warehouse with useless paper.
