ASSEMBLY BILL 1325 (BIDDLE – 1967)

Penal Code section 12001 was amended with the passage of Assembly Bill 1325 of 1967. (See Exhibits #1a through #1e) Assembly member W. Craig Biddle introduced this single-section measure relating to firearms on March 28, 1967. (See Exhibit #1a)
Assembly Bill 1325 was assigned to the Assembly Committee on Criminal Procedure and the Senate Committee on Judiciary where policy issues raised by the bill were considered. (See Exhibit #2) Three amendments were made to Assembly Bill 1325. (See Exhibits #1b through #1d and #2) Subsequent to legislative approval, Governor Ronald Reagan signed the bill on August 23, 1967 and the Secretary of State recorded it on that day as Chapter 1361 of the Statutes of 1967. The 1967 Summary Digest of Statutes Enacted described Assembly Bill 1325 as follows:
Amplifies definition of weapons subject to Dangerous Weapons Control Law by specifying that subject to the existing barrel length limitation, they include any device, designed to be used as a weapon, from which is expelled a projectile by the force of any explosion, or other form of combustion.
