Senate Bill 633 (Rogers – 1987)

As enacted Senate Bill 633 amended Government Code section 65302.3 and amended, added, and repealed several Public Utilities Code sections relating to airport land uses. (See Exhibit #1f)  Senate Bill 633 was introduced by Senator Don Rogers on February 25, 1987 at the request of the California Aviation Council.  (See Exhibits #1a and #7b, page 1) 


Senate Bill 633 was heard in the Senate Committee on Local Government and in the Senate Committee on Appropriations.  (See Exhibits #2 and #3)  In the Assembly, the bill was considered by the Committee on Local Government and the Committee on Ways and Means.  (See Exhibits #9 and #11)

Senate Bill 633 was amended twice while pending in the Senate and twice while pending in the Assembly before being approved by the Legislature on September 9, 1987.  (See Exhibits #1b through #1e and #2)  Governor George Deukmejian signed the measure on September 22, 1987, and it was recorded by the Secretary of State on September 23, 1987 as Chapter 1018 of the Statutes of 1987. The Unfinished Business analysis prepared by the Office of Senate Floor Analyses provides the following digest of Senate Bill 633 as it was last amended on September 2, 1987:

DIGEST: This bill deletes the termination date for airport land use commissions (ALUCs) enacted in 1982 by AB 2920.  Additionally, the bill makes changes regarding ALUC Membership and Frequency of Plan Update.
