Assembly Bill 1166 (Foran – 1975)

Government Code section 53112 was amended in1975 following legislative passage of Assembly Bill 1166, which affected this section only.  (See Exhibit #1d) This bill was introduced on March 13, 1975 by Assembly member John F. Foran.  (See Exhibit #1a) 

Assembly Bill 1166 was assigned to the Assembly Committee on Governmental Organization and the Senate Committee on Public Utilities Transit and Energy where policy issues raised by the bill were considered.  (See Exhibits #3 and #4)  Two amendments were made to Assembly Bill 1166.  (See Exhibits #1b, #1c and #2)  Subsequent to legislative approval, Governor Edmund G. Brown, Jr., signed the bill on September 24, 1975, and it was recorded by the Secretary of State as Chapter 1044 of the Statutes of 1975.  (See Exhibits #1d and #2)

The Concurrence in Senate Amendments analysis that was prepared by the Assembly Office of Research on Assembly Bill 1166 as last amended described this bill as follows:

Under existing law, most community telephone systems will be required by 31 December 1982 to offer “911” emergency telephone service and to permit a person to dial “0” without the necessity of depositing a coin.

This bill would, in addition, require “911” systems to provide multilingual operators if five percent or more of the county population speak a primary language other than English.
