Federal Legislative History Research

Some bill research does not include the Governor's file because at the time we researched the bill, the sitting Governor had not released his chaptered bill file. If the Governor's file is not included with this particular research, please contact our office (1-530-666-1917 or quote@legintent.com) and we will be happy to provide this file at no charge if it is available. Please Note: Governor files did not exist prior to 1943.

Legislative Intent Service, Inc. provides legislative history of federal bills and public laws, dating back to the 1700’s and up to yesterday.  In our legislative history research of federal public laws, we look for all relevant Committee reports, Congressional Record, Congressional Quarterly and Congressional Information Service [“CIS”] materials.  We have found that language in federal enactments usually developed in earlier failed or competitor bills.  While this part of the research can be tedious for the researcher, without these failed earlier bills and their accompanying reports and legislative history materials, the attorney is lacking a complete picture to understand the legislative history and intent by the time the Public Law is enacted into law. We include these failed competitor and predecessor bills without additional charge and we collect the same types of documents noted above.  The CIS materials are helpful because of the hearings and witnesses held before Senate and House Committees on your federal bill of interest.   

We produce a Declaration authenticating the materials we collected and we provide an analysis Report on the legislation and its predecessor and or competitor bills.  When there is a statutory or issue focus, we also try to point to discussions in the materials that may be relevant to that focus.
