Several Education Code sections, Government Code section 53097.3, and Health and Safety Code sections 51451.5, 51453, and 51455, relating to school facilities and funding, were affected with the enactment of Assembly Bill 14 of 2002. (See Exhibit #1e) Assembly member Jackie Goldberg introduced this measure on December 4, 2000. (See Exhibit #1a) At that time, Assembly Bill 14 proposed amending Education Code section 17072.25 only, relating to the prioritization of school construction funding. (Id.) Over two years later, this measure, as enacted, dealt with numerous issues and affected many code sections relating to school facilities. (See Exhibit #1e)
Assembly Bill 14 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered. (See Exhibit #3 and #8) The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriation. (See Exhibits #2 and #4) Three amendments were made to Assembly Bill 935. (See Exhibits #1b through #1d and #2) Subsequent to legislative approval, Governor Gray Davis signed the bill on September 26th, and it was recorded by the Secretary of State on September 27th as Chapter 935 of the Statutes of 2002. This bill implements the Charter Schools Facilities Program and makes various technical and substantive changes to the State School Facilities Program and the recently-authorized Kindergarten-University Public Education Facilities Bond Acts of 2002 and 2004.
