Reinstates public health nurses to the list of qualified persons allowed to assist individuals, with exceptional needs, with specialized physical health care services during the regular school day, and allowed to supervise other qualified designated school personnel trained in the administration of specialized physical health care services.

 

The author's office states that this bill provides technical clean up to AB 1667 (Saldana), Chapter 414, Statutes of 2006, which clarified who was allowed to assist students with specialized physical health care services. According to the author's office, because public health nurses (PHNs) had been removed from several sections of the Education Code in the past, there was an assumption that PHNs no longer provided services in the school setting. AB 1667, therefore, removed PHNs as qualified persons who were allowed to supervise qualified designated trained school personnel, as well as assist individuals with exceptional needs with specialized health care services in the school setting. The author's office states that, because of the   shortage of credentialed school nurses, many PHNs throughout the state do, in fact, assist students with their specialized health care needs. The author's office believes that PHNs' authority to assist these students and supervise qualified designated trained school personnel should be reinstated to ensure the safety of school children.
