ASSEMBLY BILL 703 (KETCHUM – 1969)

As enacted, Assembly Bill 703 affected sections 1164, 1165, 1162, and 1163 of the Education Code, relating to school district governing boards.  (See Exhibit #1c)  Assembly member William M. Ketchum introduced this bill n February 27, 1969.  (See Exhibit #1a)

Assembly Bill 703 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered.  (See Exhibits #3 and #4)  One amendment was made to Assembly Bill 703.  (See Exhibits #1b and #2)  Subsequent to legislative approval, Governor Ronald Regan signed the bill on September 4, 1969 and it was recorded by the Secretary of State on the same day as Chapter 1513 of the Statutes of 1969.  (See Exhibits #1c and #2)

A synopsis of Assembly Bill 703 as enacted is set forth in the Summary Digest of Statutes Enacted as follows:

Provides that vacancies in school district governing boards shall be filled by election rather than by appointment.  Provides that a vacancy occurring within four months of the end of a term shall not be filled.

Provides that if vacancies occur in a majority of offices on school district governing board, president of county board of education having jurisdiction may appoint members of county board of education until new members of governing board are elected.
