Assembly Bill 1255 was introduced on February 28, 1997 by Assembly member Susan Davis. (See Exhibit #1a) The bill only proposed the adoption of former Health and Safety section 1771.9, present section 1771.8. (See Exhibit #1e) The sponsors of the bill are the California Continuing Care Residents Association. (See Exhibit #3, page 2)
Assembly Bill 1255 was assigned to the Assembly Committee on Human Services and the Senate Committee on Health and Human Services where policy issues raised by the bill were considered. (See Exhibits #3 and #6) Three amendments were made to Assembly Bill 1255. (See Exhibits #1b through #1d and #2) Subsequent to legislative approval, Governor Pete Wilson signed the bill on August 3, 1998 and it was recorded by the Secretary of State on August 4th as Chapter 277 of the Statutes of 1998. This bill provides for enhanced access to information for continuing care retirement community (CCRC) residents and gives them a voice at the board of directors level.
