An Enrolled Bill Memorandum to Governor Brown on September 9, 1982, summarized Assembly Bill 3229 as follows:

This bill would specify that Los Angeles County must provide the same life, disability, hospital or health insurance benefits for retired members as it does for its active members.  The bill also provides that these benefits would remain in effect for as long as similar benefits are provided any active members in county service.
