Government Code section 31692 was the only section amended following legislative passage of Assembly Bill 3229 of 1982. (See Exhibits #1a through #1f) Assembly member Gwen Moore introduced this legislation on March 10, 1982 on behalf of the Federated Firefighters of California. (See Exhibits #1a and #14, document A-1)
Assembly Bill 3229 was assigned to the Assembly Committee on Public Employees’ Retirement System and the Senate Committee on Public Employees and Retirement where policy issues raised by the bill were considered. (See Exhibits #3 and #8) The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Finance. (See Exhibits #2 and #4) Four amendments were made to Assembly Bill 3229. (See Exhibits #1b through #1e and #2) Subsequent to legislative approval, Governor September 10, 1982 signed the bill and it was recorded by the Secretary of State on September 13, 1982 as Chapter 961 of the Statutes of 1982. An Enrolled Bill Memorandum to Governor Brown on September 9, 1982, summarized Assembly Bill 3229 as follows:
This bill would specify that Los Angeles County must provide the same life, disability, hospital or health insurance benefits for retired members as it does for its active members. The bill also provides that these benefits would remain in effect for as long as similar benefits are provided any active members in county service.
