Education Code section 1260 was amended in 1978 following legislative approval of Assembly Bill 1444, which affected only this section. (See Exhibit #1c) This bill was introduced on January 30, 1978 by Senator William Campbell. (See Exhibit #1a)
Senate Bill 1444 was assigned to both the Senate and Assembly Committees on Education where policy issues raised by the bill were considered. (See Exhibits #3 and #7) The fiscal ramifications of the bill were considered by the Senate Committee on Finance and the Assembly Committee on Ways and Means. (See Exhibits #2 and #8) One amendment was made to Senate Bill 1444. (See Exhibits #1b and #2) Subsequent to legislative approval, Governor Edmund G. Brown, Jr., signed Senate Bill 1444 on September 11, 1978 and it was recorded by the Secretary of State on that day as Chapter 738 of the Statutes of 1978. (See Exhibit #1c)
The Enrolled Bill Report prepared by the Department of Finance described Senate Bill 1444 as last amended as follows:
This bill would authorize the county superintendent of schools, subject to the approval of the county board of education, to provide specified services for any school or community college district governing board association under the jurisdiction of the county superintendent of schools.
