As enacted Assembly Bill 114 amended sections 1773.5, 1775, and 1777.5 of, added sections 1720.4, 1771.5, 1771.6, 1771.7, and 1777.1 to and repealed and added section 1777.7 to the Labor Code. (See Exhibit A, #1f) Assembly member Richard Floyd introduced the legislation on December 12, 1988. (See Exhibit A, #1a) The State Building and Construction Trade Council was the source of the bill. (See Exhibit A, #13, page 1)
Assembly Bill 114 was heard in the Assembly Committee on Labor and Employment and the Senate Committee on Industrial Relations where policy issues raised by the bill were considered. (See Exhibit A, #3 and #9) The Assembly Committee on Ways and Means and the Senate Committee on Finance considered the bill’s fiscal implications. (See Exhibit A, #2 and #5) This measure was amended a total of four times while before the Legislature. (See Exhibit A, #1b through #1e and #2) Assembly Bill 114 was approved by the Governor on October 1, 1989 and chaptered by the Secretary of State as Chapter 1224 of the Statutes of 1989. The Governor’s Press Release announcing the signing of bills provided the following description of Assembly Bill 114:
Makes numerous changes to the laws governing the payment of prevailing wages and apprenticeship standards in public works contracts.
