As enacted in 2005, Senate Bill 1108 affected numerous sections of the California Codes in a code maintenance bill introduced on March 10, 2005 by the Senate Committee on Judiciary.  (See Exhibit #1b)  The changes made by this bill were done so at the request of Legislative Counsel “to preserve the viability and vitality of the codes.”  (See Exhibit #5, documents AP-2, AP-4 and AP-6 for example)

Senate Bill 1108 was assigned to the Senate Committee on Judiciary and the Assembly Committee on Judiciary where policy issues raised by the bill were considered.  (See Exhibits #3 and #4)  No amendments were made to Senate Bill 1108.  (See Exhibit #2)  Subsequent to legislative approval, Governor Schwarzenegger signed Senate Bill 1108 on June 27, 2005, and it was recorded by the Secretary of State on June 28th as Chapter 22 of the Statutes of 2005.  (See Exhibits #1b and #2)

The Consent analysis of Senate Bill 1108 that was produced by the Office of Senate Floor Analyses described this bill as follows:

DIGEST:  This bill makes numerous technical changes in the California codes that have been recommended by the Office of the Legislative Counsel.  The proposed changes do not make any substantive change in the law.
