Numerous Code of Civil Procedure, Health and Safety Code, Probate Code and Vehicle Code sections were affected in 1986 by Chapter 783 following legislative passage of Assembly Bill 2625. (See Exhibit #1a) Assembly Bill 2625 was introduced by Assemblyman Alister McAlister on behalf of the California Law Revision Commission. (See Exhibit #1a and #3) The measure was supported by the State Bar of California, the Probate Section of the Los Angeles County Bar Association, and the California Bankers Association. (See Exhibit #9)
While before the Legislature, the bill was heard by the Assembly Committee on Judiciary and the Assembly Committee on Ways and Means. (See Exhibit #3 and #5) On the Senate side, the measure was before the Senate Committee on Judiciary and the Senate Committee on Appropriations. (See Exhibit #9 and #11) Six amendments made to Assembly Bill 2625. (See Exhibit #1b through #1g and #2) Assembly Bill 2625 was approved by Governor George Deukmejian and was subsequently recorded by the Secretary of State as Chapter 783 of the Statutes of 1986. The Office of Senate Floor Analyses’ Third Reading analysis of Assembly Bill 2625 summarized the measure as last amended on August 11, 1986 as follows:
This bill would make substantive and technical changes to probate law relating to: (1) the disposition of an estate without administration; (2) the proration of estate taxes; a(3) the exercise of an option affecting a decedent’s property; and (4) other miscellaneous provisions. Double-joined with AB 2652 (McAlister).
