ASSEMBLY BILL 3141 (ALPERT – 1994)

In 1994, Assembly Bill 3141 affected various sections of the Education Code and amended section 3540.2 of the Government Code, relating to school districts.  (See Exhibit #1j)  Assembly Bill 3141 was introduced by Assembly member Dede Alpert on February 23, 1994.  (See Exhibit #1a)  She carried this bill for the California County Superintendents Educational Services Association (CCSESA).  (See Exhibit #3, page 2)

Assembly Bill 3141 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered.  (See Exhibits #3 and #8)  The fiscal ramifications of the bill were considered by the Assembly Committee on Ways and Means and the Senate Committee on Appropriations.  (See Exhibits #5 and #10)  Eight amendments were made to Assembly Bill 3141.  (See Exhibits #1b through #1h)  Subsequent to legislative approval, Governor Pete Wilson signed the bill on September 19, 1994, and it was recorded by the Secretary of State on September 20, 1994 as Chapter 650 of the Statutes of 1994.  (See Exhibits #1i and #2)

The Third Reading analysis of Assembly Bill 3141 as last amended described this measure as follows:

This bill makes a variety of changes to the laws governing local school district business procedures and fiscal accountability in such areas as:  data processing; fiscal management training; and public disclosure relating to school district debt obligation, employees benefits and collective bargaining agreements.
