ASSEMBLY BILL 3649 (ROBINSON – 1986)

As enacted Assembly Bill 3649 amended sections 1700.2, 1700.4, 1700.6, 1700.9, 1700.15, 1700.19, 1700.21, 1700.24, 1700.26, 1700.30, 1700.33, 1700.40, 1700.44, and 1700.45 and repealed and added sections 1700.25 and 1700.47 of the Labor Code relating to talent agencies. (See Exhibit #1e) Assembly member Richard Robinson introduced Assembly Bill 3649 on February 20, 1986 on behalf of the California Entertainment Commission. (See Exhibits #1a; #7, page 3; #12, page 1) The Department of Industrial Relations and Western Surety Company supported the measure. (See Exhibit #12, page 3)
Assembly Bill 3649 was assigned to the Assembly Governmental Organization Subcommittee on Sports and Entertainment where policy issues raised by the bill were considered. (See Exhibits #2 and #3) Subsequent to approval by that Committee, Assembly Bill 3649 was assigned to the Assembly Committee on Ways and Means which examined its fiscal implications. (See Exhibit #5) The Assembly approved the bill after amending it three times and forwarded it to the Senate. (See Exhibits #1b through #1d and #2)
While in the Senate, the Committee on Industrial Relations heard the bill. (See Exhibit #9) After approval by that Committee, the Senate Committee on Finance examined its fiscal ramifications. (See Exhibit #2) The Senate proposed no amendments to Assembly Bill 3649. (Id.) Following approval by the Senate, the bill was returned to the Assembly. (Id.) Assembly Bill 3649 was approved by the Legislature and forwarded to the Governor on July 15, 1986. Governor George Deukmejian signed the bill on July 24, 1986, and it was recorded by the Secretary of State as Chapter 488 of the Statutes of 1986. (See Exhibits #1e and #2)

This bill revises the talent agency law regarding the coverage of the act, the duties and responsibilities of talent agencies, and the administrative and enforcement powers of the Labor Commissioner. . . .
