Senate Bill 110 of 1991, as enacted, amended and added various sections of the Insurance Code relating to the Risk Retention Act and continuing education. (See Exhibit #1f) Senator Alan Robbins introduced this bill on December 18, 1991. (See Exhibit #1a) At this time, Senator Robbins served as chair of the Senate Insurance, Claims and Corporations Committee. (See Exhibit #3)
Senate Bill 110 was assigned to the Senate Committee on Insurance, Claims and Corporations and the Assembly Committee on Insurance where policy issues raised by the bill were considered. (See Exhibits #3 and #6) The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Ways and Means. (See Exhibits #2 and #8) Four amendments were made to Senate Bill 110 (See Exhibits #1b, #1c, #1d, #1e and #2) Subsequent to legislative approval, Governor George Deukmejian signed Senate Bill 110 on October 14, 1991, and it was recorded by the Secretary of State on the same day as Chapter 1040 of the Statutes of 1991.
