SENATE BILL 243 (PRESLEY – 1987)

 While before the Senate, the measure was heard in the Committee on Judiciary and the Committee on Appropriations.  (See Exhibits #3 and #5)  In the Assembly, Senate Bill 243 was considered by the Committee on Judiciary, the Committee on Human Services, and the Committee on Ways and Means.  (See Exhibits #10, #12, and #14)  Senate Bill 243 was amended three times while in the Senate and six times while in the Assembly.  (See Exhibits #1b through #1j and #2) Senate Bill 243 was approved by the Legislature on September 18, 1987, signed by Governor George Deukmejian on September 30, 1987, and recorded on that date as Chapter 1485 of the Statutes of 1987.  (See Exhibits #1k and #2)


 


According to Senator Presley’s letter to the Governor:




 


This bill is the result of numerous interim hearings conducted by the Senate Select Committee on Children and Youth and several years of study by a task force composed of experts in child abuse issues and juvenile court law.  The goal of the bill, as a follow-up to SB 14 (Chapter 978, Statutes of 1982), is to ensure that abused and neglected children and their families are adequately protected by the courts and by the child welfare service system.
