Senate Bill 1201 (Edwards – 1933)

In 1933, the Legislature enacted the Orange County Water District Act following legislative passage of Senate Bill 1201.  (See Exhibit #1e)  Senate Bill 1201 was introduced on April 20, 1933 by Senator Nelson T. Edwards, a banker from Orange County.  (See Exhibits #1a and #4)

Senate Bill 1201 was heard in the Senate Committee on Conservation as well as the Assembly Committee on Irrigation.  (See Exhibit #2)  This bill was amended twice as it was considered by the Legislature.  (See Exhibits #1b, #1c, and #2)  The measure was enrolled and then approved by Governor James Rolph, Jr. on June 14, 1933, and it was recorded as Chapter 924 of the Statutes of 1933.  (See Exhibits #1d, #1e, and #2)

At the time that Senate Bill 1201 was introduced, the bill proposed to create a district called the “Orange County Water District” and stated as follows regarding the purpose of this act:

. . . for the purpose of providing for importation of water into said district and preventing waste of water in or exportation of water from said district and providing for reclamation of drainage, storm, flood and other water for beneficial use in said district and for the conservation and control of storm and flood water flowing into said district; providing for the organization and management of said district and establishing the boundaries and divisions thereof and defining the powers of the district, including the right of the district to sue and to be sued, and the powers and duties of the officers thereof; providing for the construction of works and acquisition of property by the district to carry out the purposes of this act; authorizing the incurring of indebtedness and the voting, issuing and selling of bonds and the levying and collecting of assessments by said district; and providing for the inclusion of additional lands therein and exclusion of lands therefrom.
