As enacted in 1976, Assembly Bill 4295 added Health and Safety Code section 33675 and Health and Safety Code sections 33460 through 33466, relating to community redevelopment and housing. (See Exhibit A, #1d) Assembly member Vic Fazio introduced this bill on March 25, 1976 on behalf of the Sacramento Redevelopment Agency. (See Exhibit A, #1a)
Assembly Bill 4295 was assigned to the Assembly Committee on Housing and Community Development and the Senate Committee on Revenue and Taxation where policy issues raised by the bill were considered. (See Exhibit A, #3 and #6) Two amendments were made to Assembly Bill 4295. (See Exhibit A, #1b, #1c and #2) Subsequent to legislative approval, Governor Edmund G. Brown, Jr., signed the bill on September 29, 1976, and it was recorded by the Secretary of State on September 30, 1976 as Chapter 1338 of the Statutes of 1976. (See Exhibit A, #1d and #2)
The Department of General Services Enrolled Bill Report of Assembly Bill 4295 contains a summary of the provisions of Assembly Bill 4295 as follows:
Assembly Bill 4295 authorizes merger of specified redevelopment project areas within the jurisdiction of the redevelopment agency of the City of Sacramento, for which final redevelopment plans have been adopted on or before June 30, 1976, for the purpose of application of tax revenue allocated under the “tax-increment” method of financing. The bill requires, subject to specified conditions, that 50 percent of specified revenues shall be used for low and moderate income housing and very low income households as defined.
