Health and Safety Code sections 39508, 43103, 43018 and 43830 were amended in 1990 following legislative passage of Assembly Bill 3555. (See Exhibit #1d, pages 3473 and 3474) Assembly member Byron Sher introduced the measure on February 28, 1990, apparently on his own initiative. (See Exhibit #1a and #3)
Assembly Bill 3555 was assigned to the Assembly Committee on Natural Resources and the Senate Committee on Governmental Organization where policy issues raised by the bill were considered. (See Exhibits #3 and #8) The Assembly Committee on Ways and Means and the Senate Committee on Appropriations considered the fiscal ramifications of the bill. (See Exhibits #2 and #5) Subsequent to two amendments, both in the Senate, Assembly Bill 3555 was approved by the Legislature, signed by Governor George Deukmejian on September 14, 1990 and recorded by the Secretary of State on September 17, 1990 as Chapter 932 of the Statutes of 1990. The Third Reading analysis of the bill as last amended August 21, 1990 produced by the Office of Senate Floor Analyses provides the following description of Assembly Bill 3555:
DIGEST: This bill deletes an obsolete deadline and makes other nonsubstantive conforming changes to the California Clean Air Act.
The bill also authorizes the Air Resources Board (ARB) to establish maximum standards for the volatility of gasoline sold in California at a level below nine pounds per square inch Reid Vapor Pressure (RVP), as determined by specified tests.
