Assembly Bill 3081 (Olberg-1996)

As enacted Assembly Bill 3081 amended Government Code sections 66000 and 66020, pertaining to fees for development of real property.  (See Exhibit #1h)  The bill affected these two sections only.  (See Exhibit #1h)  Assembly member Keith Olberg introduced Assembly Bill 3081 on February 23, 1996.  (See Exhibit #1a)

Assembly Bill 3081 was assigned to the Assembly Committee on Local Government where policy issues raised by the bill were considered.  (See Exhibit #3)  The Assembly amended the bill on April 18 and May 16, 1996.  (See Exhibits #1b, #1c, and #2)  Assembly Bill 3081 was approved by the Assembly and forwarded to the Senate on May 20, 1996.  (See Exhibit #2)

While in the Senate, the Committee on Housing and Land Use and the Committee on Judiciary considered the policy issues raised by the bill.  (See Exhibits #7 and #9)  Four amendments were made to Assembly Bill 3081 by the Senate, on June 12, July 8, August 14, and August 15, 1996.  (See Exhibits #1d through #1g and #2)
