ASSEMBLY BILL 3371 (KNOX – 1974)

As enacted, Assembly Bill 3371, a single-section bill, amended only section 1704 of the Insurance Code relating to insurance agents.  (See Exhibit #1c)  This legislation was introduced by Assembly Member Knox on March 11, 1974 at the request of the California Association of Life Underwriters.  (See Exhibits #1; #3; and #7, document PE-6)

Assembly Bill 3371 was assigned to the Assembly Committee on Finance and Insurance and the Senate Committee on Insurance and Financial Institutions where policy issues raised by the bill were considered.  (See Exhibits #2 and #4)  One amendment was made to Assembly Bill 3371 during the legislative process.  (See Exhibits #1b and #2)  Subsequent to legislative approval, Governor Ronald Reagan signed the bill on July 8, 1974 and it was recorded by the Secretary of State on that day as Chapter 398 of the Statutes of 1974.  (See Exhibits #1c and #2)

Analysis: This bill amends the Insurance Code, Sec. 1704, to prohibit the filing of notice(s) of appointment of persons as a life agent, an insurance agent, or a travel insurance agent unless such filing with the Insurance Commissioner is consented to by the agent being appointed.
