SENATE BILL 455 (SHORT – 1969)

As enacted Senate Bill 455 amended Insurance Code sections 1675, 1704, 1712.5, 1713, 1714, and 1751.3.  (See Exhibit #1b)  Senator Short introduced the bill on February 27, 1969 at the request of the Insurance Commissioner’s Office.  (See Exhibits #1a and #4, document SP-1)

Senate Bill 455 was assigned to the Senate Committee on Insurance and Financial Institutions and the Assembly Committee on Finance and Insurance where policy issues raised by the bill were considered.  (See Exhibits #3 and #5)  The fiscal ramifications of the bill were considered by the Senate Committee on Finance and the Assembly Committee on Ways and Means.  (See Exhibit #2)  No amendments were made to Senate Bill 455.  (See Exhibit #2)  Subsequent to legislative approval, Governor Ronald Reagan signed Senate Bill 455 on August 28, 1969, and it was recorded by the Secretary of State on that day as Chapter 981 of the Statutes of 1969.  (See Exhibits #1b and #2)

The Enrolled Bill Memorandum to Governor provides the following digest of Senate Bill 455:

SB 455 changes the license procedures of the Insurance Department in those cases where a licensee (agent, broker or solicitor) desires or is forced to become inactive but desires to retain the right to later resume active status without retaking the qualifying examination.
