Assembly Bill 203 (Committee on Budget – 2007)

Assembly Bill 203 was introduced by the Assembly Committee on Budget on January 25, 2007 as a budget trailer bill to the Budget Act of 2007.   (See Exhibit A, #1a)  As introduced, this measure was a "spot" bill, introduced to meet legislative deadlines for the introduction of bills, yet containing no real content, serving as a waiting vehicle for later insertion of substantive legislation.

It was heard without reference to committee, nor amendment, passing the Assembly on May 3, 2007.  (See Exhibit A, #2)   In the Senate it was also heard without reference to committee, and amended on third reading on August 21, 2007.   (See Exhibit A, #1b)  Passing the Senate that date, it was sent to the Assembly which concurred in the Senate amendments to its bill on August 21st.  (See Exhibit A, #2)  The measure was enrolled and sent to the Governor on August 23, 2007, approved on August 24, and enacted that date as Chapter 188, Statutes of 2007.  As enacted the bill took immediate effect due to the inclusion of an urgency clause.

DIGEST: This bill makes various changes to statutes 
related to health care, public health, developmental 
services and mental health which are necessary to implement the Budget Bill.
