Numerous sections relating to school finance, minimum school year, employees, course requirements, apprentices and taxation were affected in 1983 following legislative passage of Senate Bill 813, a large comprehensive education bill. (See Exhibit A, #1i) Senator Gary K. Hart, chair of the Senate Committee on Education at this time, introduced Senate Bill 813 on March 2, 1983. (See Exhibit A, #1a)
The Senate and Assembly Committees on Education considered the policy issues raised by the bill. (See Exhibit A, #2, #3 and #8) The Senate Committee on Finance and the Assembly Committee on Ways and Means examined the bill’s fiscal implications. (See Exhibit A, #2 and #9) Senate Bill 813 was amended six times, five times in the Senate and once in the Assembly. (See Exhibit A, #1b through #1g and #2) When Senate Bill 813 was return to the Senate, the Assembly’s amendments were reviewed and rejected. Consequently, Senate Bill 813 was assigned to a Conference Committee. (See Exhibit A, #2) The purpose of a Conference Committee is to bring together six legislators, three from each House, in an attempt to reach a compromise on a bill’s language which is acceptable to both the Senate and the Assembly.
The Conference Committee on Senate Bill 813 made amendments to the bill that were accepted in the Senate on July 19, 1983 and in the Assembly on July 18, 1983. (See Exhibit A, #1h-A, #1h-B, #2, #12 through #14) We located and include herewith both Houses’ conference versions of the bill. (See Exhibit A, #1h-A and #1h-B)
