Government Code section 31592.2 was amended in 1967 following legislative passage of Assembly Bill 1530, which affected this bill only. (See Exhibit #1c) Assembly member John Briggs introduced Assembly Bill 1530 on April 4, 1967 at the request of the Orange County Board of Supervisors and the Association of County Retirement Administration. (See Exhibits #1a and #5, document PE-1)
Assembly Bill 1530 was assigned to the Assembly Committee on Retirement Systems and the Senate Committee on Local Government where policy issues raised by the bill were considered. (See Exhibits #2 and #3) Only one amendment was proposed for this bill as it was considered by both Houses. (See Exhibits #1b and #2) Subsequent to legislative approval, Assembly Bill 1530 was signed by Governor Ronald Reagan on July 7, 1967 and enacted as Chapter 589 of the Statutes of 1967. An Enrolled Bill Memorandum to Governor Reagan on July 5, 1967 described this measure as follows:
Assembly Bill No. 1530 permits the board of retirement system to pay a portion of any health benefits, medicare, or the payment of the accrued sick leave at retirement to retired employees when the payment would otherwise be made from the county general fund.
