AB 394, c. 566: Safe schools; discrimination and harassment. Requires the California Department of Education (CDE) to (1) assess local educational agencies, as part of CDEs existing monitoring process, for compliance with specific anti-discrimination and harassment policies and procedures, and (2) display on their web site specific bias-related and discrimination and harassment information.

This bill was sponsored by Equality California and the California State Conference of the NAACP, and supported by numerous organizations, such as the American Association of University Women, the California State Employees Association, the East Bay Municipal Utility District, and Protection and Advocacy, Inc., just to name a few.

According to the author, "In order to remedy the lack of protection for many Californians and the confusion that exists for implementation and compliance, this bill will reference the list of protected classes in the Unruh Act to the 31 business establishment/public accommodation laws and reference the list of protected classes in the Government Code section 11135 to the government benefit/service statutes. This will result in a more consistent legal standard. Another advantage for doing this is that whenever additional protected classes are added to the Unruh Act or Government Code section 11135, these other nondiscrimination laws will be updated automatically."
