Government Code section 65915 was amended in 2004 following legislative approval of Senate Bill 1818, a single-section bill that proposed only to amend section 65915. (See Exhibit #1i) This bill was introduced on February 20, 2004 by Senator Dennis Hollingsworth, as lead author, at the request of the California Association of Realtors, the California Rural Legal Assistance Foundation, and the Western Center on Law and Poverty. (See Exhibits #1a, #1b, and #14, page 1)
Senate Bill 1818 was assigned to the Senate Committee on Housing and Community Development, the Assembly Committee on Housing and Community Development and the Assembly Committee on Local Government where policy issues raised by the bill were considered. (See Exhibits #3, #7, and #9) The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Appropriations. (See Exhibits #2 and #11)
Seven amendments were made to Senate Bill 1818 as it was considered by the Legislature. (See Exhibits #1b through #1h and #2) Subsequent to legislative approval, Governor Arnold Schwarzenegger signed Senate Bill 1818 on September 29, 2004, and it was recorded by the Secretary of State on September 30th as Chapter 928 of the Statutes of 2004.
