ASSEMBLY BILL 2781 (BROWN – 1959)

Labor Code section 204b was added in 1959 following legislative passage of Assembly Bill 2781, which affected this section only.  (See Exhibit #1b)  This bill was introduced on May 4, 1959 by Assembly member George E. Brown at the request of representatives of a major aircraft company.  (See Exhibits #1a and #4, document PE-2) 

Assembly Bill 2781 was assigned to the Assembly Committee on Industrial Relations and the Senate Committee on Labor where policy issues raised by the bill were considered.  (See Exhibit #2)  No amendments were made to Assembly Bill 2781.  (See Exhibit #2)  Subsequent to legislative approval, Governor Edmund G. Brown signed the bill on July 3, 1959 and it was recorded by the Secretary of State on July 6th as Chapter 1564 of the Statutes of 1959.  (See Exhibit #1b)

The Summary Digest of Statutes Enacted complied by the Legislative Counsel’s Office described Assembly Bill 2781 as follows:
 

    Provides that Sec. 204, Lab. C., which, with certain exceptions, requires twice monthly payment of wasges, shall be inapplicable to employees paid on weekly basis on a regular day designated, in advance of rendition of services, by employer as regular payday.  Specifies required time of payment of such employees paid on weekly basis.
