Assembly Bill 39 of the First Extraordinary Session of 1952, as enacted, created a district to be called the Sacramento County Water Agency. (See Exhibit #1d) Assembly members Moss and Fleury introduced this legislation on March 25, 1952. (See Exhibit #1a)
The Assembly Committee on Agriculture and the Senate Committee on Water Resources considered the policy issues raised by Assembly Bill 39x. (See Exhibit #2) No committees were assigned to examine the bill’s fiscal implications. (See Exhibit #2) Assembly Bill 39x was amended twice, once in the Assembly and once in the Senate, before its approval in both Houses. (See Exhibit #1b through #1c and #2) Governor Earl Warren signed Assembly Bill 39x on April 16, 1952, and the Secretary of State recorded it on April 16, 1952 as Chapter 1056 of the Statutes of 1967.
