ASSEMBLY BILL 2158 (LOWENTHAL – 2004)

Several Government Code sections, relating to the determination of regional housing needs, were affected with the passage of Assembly Bill 2158 in 2004.  (See Exhibit A #1g)  Assembly member Alan Lowenthal introduced this measure on February 18, 2004.  (See Exhibit A, #1a)


 


Assembly Bill 2158 was assigned to the Assembly Committee on Housing and Community Development and the Assembly Committee on Local Government and the Senate Committee on Community Development where policy issues raised by the bill were considered.  (See Exhibits #3, #6 and #11)  The fiscal ramifications of the bill were considered by the Assembly Committee on Appropriations and the Senate Committee on Appropriations.  (See Exhibits #7 and #12)  Five amendments were made to Assembly Bill 2158.  (See Exhibits #1b through #1g and #2)  Subsequent to legislative approval, Governor Arnold Schwarzenegger signed the bill on September 22, 2004, and it was recorded by the Secretary of State as Chapter 696 of the Statutes of 2004.  (See Exhibits #1g and #2)


 


The Office of Senate Floor Analyses, in its Third Reading analysis of Assembly Bill 2158 as last amended on August 17, 1004, summarized the measure as follows:


 


This bill repeals and rewrites the section of code pertaining to the regional housing needs assessment process, which is used by local governments to determine and distribute regional housing needs.
