Health and Safety Code section 32126 was amended in 1982 following legislative approval of Assembly Bill 3754, which affected this section only. (See Exhibit #1c) This bill was introduced on March 31, 1982 by Assembly member Charles R. Imbrecht of Ventura at the request of the Pleasant Valley Hospital in Camarillo, California. (See Exhibits #1a and #4, document AP-1)
The measure was heard by the Assembly Committee on Health and the Senate Committee on Local Government.(See Exhibits #3 and #5) This bill was amended once as it was reviewed by the Legislature. (See Exhibit #1b) After passage in the Assembly and Senate, the measure was approved as an urgency statute by former Governor Edmund G. Brown, Jr. and became effective immediately when it was chaptered by the Secretary of State as Chapter 445 of the Statutes of 1982. (See Exhibit #2)
Assembly Bill 3745 contained an urgency clause which caused the bill to go into immediate effect. The reason for this urgency can be found in section 2 of Chapter 445. (See Exhibit #1c)
An Enrolled Bill Memorandum prepared for the Governor by the Legislative Secretary described this bill as last amended as follows:
This bill extends the maximum term for an entire hospital leased by a hospital district from ten to thirty years.
