ASSEMBLY BILL 994 (BEVERLY – 1971)

As enacted Assembly Bill 994 amended Insurance Code sections 1689, 1690, 1704, and 1713.  (See Exhibit #1b)  Assembly member Beverly introduced the bill on March 16, 1971 at the request of the Department of Insurance.  (See Exhibits #1a and #4)

Assembly Bill 994 was assigned to the Assembly Committee on Finance and Insurance and the Senate Committee on Insurance and Financial Institutions where policy issues raised by the bill were considered.  (See Exhibits #3 and #4)  No amendments were made to Assembly Bill 994.  (See Exhibit #2)  Subsequent to legislative approval, Governor Ronald Reagan signed the bill on June 24, 1971, and it was recorded by the Secretary of State on June 25, 1971 as Chapter 216 of the Statutes of 1971.  (See Exhibits #1b and #2)

The Summary Digest of Statutes Enacted published by the Legislative Counsel provides the following digest of Assembly Bill 994:

Ch. 216 (AB 994) BEVERLY Amends Secs. 1689, 1690, 1704, and 1713, Inc.C., 
     re insurance: production agencies.
       Provides that in case where holder of certificate of convenience, pending examination as insurance agent or solicitor or life licensee, has been appointed by more than one insurer or other employer, initial appointing entity shall be responsible for making certain holder is enrolled in and pursues specific training course. Holds each entity subsequently appointing holder responsible for such study and instruction if initial appointing entity terminates holder’s appointment.
        Specifies that certificate of convenience held by applicant for specified licenses pending examination shall be canceled upon termination of all appointments held by such person, and requires him to return canceled certificate to Insurance Commissioner.
