Public Resources Code section 25402 was amended in 1979 following legislative approval of Senate Bill 207, which affected this section only. (See Exhibit #1d) This bill was introduced on January 15, 1979 by Senator George Zenovich on behalf of the California Council of the American Institute of Architects. (See Exhibits #1a and #PE, document PE-2)
Senate Bill 207 was assigned to the Senate Committee on Energy and Public Utilities and the Assembly Committee on Resources, Land Use and Energy where policy issues raised by the bill were considered. (See Exhibits #2 and #5) Two amendments were made to Senate Bill 207. (See Exhibits #1b, #1c and #2) Subsequent to legislative approval, Governor Edmund G. Brown, Jr., signed Senate Bill 207 on September 7, 1979 and it was recorded by the Secretary of State on that day as Chapter 505 of the Statutes of 1979. (See Exhibit #1d)
The Assembly Third Reading analysis of Senate Bill 207 as last amended on July 17, 1979 described this bill as follows:
This bill specifies that new buildings are required to meet the standards which are in effect at the time the application for a building permit is filed. The bill is double-joined with SB 205 (Beverly).
