Assembly Bill 2185 was introduced by Assembly member Delaine Eastin on March 5, 1993. (See Exhibit #1a) The bill as enacted only amended Education Code sections 1240, 1622, 1625, 42127, 42127.3 and 42131 relating to school finance and budget review. (See Exhibit #1d)
Assembly Bill 2185 was assigned to the Assembly Committee on Education and the Senate Committee on Education where policy issues raised by the bill were considered. (See Exhibits #3 and #6) The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations. (See Exhibit #2) Two amendments were made to Assembly Bill 2185. (See Exhibits #1b, #1c, and #2) Subsequent to legislative approval, Governor Pete Wilson signed the bill on October 7, 1993 and it was recorded by the Secretary of State on October 8th as Chapter 923 of the Statutes of 1993. The Office of Senate Floor Analyses prepared a Third Reading Analysis on Assembly Bill 2185 as last amended August 23, 1993 which gives this summary of its provisions:
This bill makes minor and technical changes to the laws governing the fiscal accountability of school districts and county offices of education (COEs).
Senate Floor Amendments of 8/23/93 are technical and relocate an existing provision of the bill to a different, and more appropriate, section of the bill.
