SENATE BILL 1589 (SENATE COMMITTEE ON BUDGET AND FISCAL REVIEW – 1998)

Numerous sections relating to state government administration were affected in 1998 following legislative passage of Senate Bill 1589 introduced on February 11, 1998 by the Senate Committee on Budget and Fiscal Review as a budget trailer bill intended to implement the Budget Act of 1998.  (See Exhibit #1a) 

Senate Bill 1589 was assigned to the Senate Committee on Budget and Fiscal Review and the Assembly Committee on Budget where policy issues raised by the bill were considered.  (See Exhibit #2)  One amendment was made to Senate Bill 1589.  (See Exhibit #1b)  Subsequent to legislative approval, Governor Pete Wilson signed Senate Bill 1589 on August 21, 1998, and it was recorded by the Secretary of State on that same date as Chapter 328 of the Statutes of 1998.  (See Exhibit #1c and #2)

Senate Bill 1589 was a budget trailer bill that made “general government changes in the 1998-99 Budget Bill relating to state government administration.”  (See Exhibit #4)  As is the norm with budget trailer bills in general, the legislative material on Senate Bill 1589 did not contain much discussion regarding the amendments to any one section.
