As enacted, Senate Bill 1827 amended sections 18114, 18116, 18214, 18300, 18305 and added section 18214.6 all of the Health and Safety Code and amended section 5825 of the Revenue and Taxation Code all relating to Mobilehome registration fees. (See Exhibit #1h) Senator William Craven introduced this legislation on January 23, 1990 at the request of the Department of Housing and Community Development. (See Exhibits #1a; #10, document AP-18; and #15)
Senate Bill 1827 was assigned to the Senate Committee on Housing and Urban Affairs and the Assembly Committee on Housing and Community Development where policy issues raised by the bill were considered. (See Exhibits #3 and #9) The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Ways and Means. (See Exhibits #2 and #11) Six amendments were made to Senate Bill 1827. (See Exhibits #1b through #1g and #2) Subsequent to legislative approval, Governor George Deukmejian signed Senate Bill 1827 on September 12, 1990, and it was recorded by the Secretary of State on September 14, 1990 as Chapter 812 of the Statutes of 1990. DIGEST: This bill would restore the statutory authority for the assessment of license fees and specified late penalties upon manufactured homes, mobilehomes and commercial coaches that were originally registered out-of-state; redefine “mobilehome park”; and authorize Department of Housing and Community Development (HCD certification of third parties to inspect mobilehome park plans.
