Please Note: Governor files did not exist prior to 1943.

This bill was sponsored by AIM at Melanoma Foundation and the California Society of Dermatology and they were supported by the California Medical Association, American Cancer Society, Anthem Blue Cross, and Blue Shield of California, among others.  The CMA believes that this bill will "Protect young people from the health dangers of ultraviolet radiation” noting also that "Rates of skin cancer, including melanoma, the most serious form of skin cancer to continue to rise, even in young people."  The CMA cited a long history of known dangers that arise from damage to the skin and eyes.
