Senate Bill 1208 (Romero – 2001)

As enacted Senate Bill 1208 amended sections 514 and 554 of and added section 515.6 to the Labor Code.  (See Exhibit #1e)  Senator Gloria Romero introduced Senate Bill 1208 on March 19, 2001 at the request of Kaiser Permanente.  (See Exhibits #1a and #13, document PE-2) 

 

 

Senate Bill 1208 was assigned to the Senate Committee on Labor and Industrial Relations and the Assembly Committee on Labor and Employment where policy issues raised by the bill were considered.  (See Exhibits #3 and #7)  The fiscal ramifications of the bill were considered by the Senate Committee on Appropriations and the Assembly Committee on Appropriations.  (See Exhibits #5 and #9) 

Three amendments were made to Senate Bill 1208 as it was considered by the Legislature.  (See Exhibits #1b through #1d and #2)   Subsequent to legislative approval, Governor Gray Davis signed Senate Bill 1208 on August 6, 2001, and it was recorded by the Secretary of State on that date as Chapter 148 of the Statutes of 2001.  (See Exhibits #1e and #2)

The Third Reading analysis prepared by the Assembly Committee on Labor and Employment provided the following summary of Senate Bill 1208 as it was last amended on June 14, 2001:

. . . Exempts physicians, as specified, from premium overtime pay requirements.  Clarifies provisions of AB 60 (Knox), Chapter 134, Statutes of 1999, with respect to the exclusion of an employee covered by a qualified collective bargaining agreement from specified statutory requirements. . . .
