State Budgets' Shortfalls

The top ten states in the nation experiencing the worst shortfalls as a percentage of their fiscal 2011 budgets are Nevada (54.5%), Illinois (40.4%), New Jersey (38.2%), Arizona (36.5%), Maine (34.7%), Vermont (31.3%), North Carolina (30.6%), Connecticut (28.8%), New Hampshire (27.2%) and South Carolina (26.1%). California ranks 16th in the nation with a 20.7% shortfall. The National Governors Association noted in its report that states are spending $42.2 billion less this fiscal year than they did three years ago.
